On September 18, the Human Dimension Implementation Meeting (HDIM) of OSCE participating States, organized by OSCE Office for Democratic Institutions and Human Rights (ODIHR) continued its work in Warsaw, Poland. Representatives of OSCE participating States, OSCE institutions, and OSCE executive structures, representatives of inter-governmental organizations, legal professionals, representatives of civil society and researchers from 57 participating States took part in discussions.

Taking an active part in discussion on the topic of “Humanitarian issues and other commitments: aggressive nationalism, racism and chauvinism”, Head of Azerbaijan Institute for Democracy and Human Rights Dr. Ahmad Shahidov spoke about aggressive nationalism, racism and chauvinism and said that Azerbaijan suffers from the Armenian brutality. Speaking about the two-year-old Zahra Guliyeva, who was killed by Armenian armed forces in Alkhanli village of Fuzuli region, the Human Rights Defender said that Armenia targets civilians in the frontline and implements it at the state level.

Demonstrated the photos of the two-year-old Zahra Guliyeva and his grandmother Sahiba Guliyeva, who were brutally murdered by the Armenian army, Head of AIDHR Dr. Ahmad Shahidov described it as a vandalism act, and pointed out that such acts contravene the Geneva Conventions: “I ask all of you to pay attention to this photo. This photo was not taken in Iraq or Syria. This kid was killed not by ISIS activists. This child was murdered in Fuzuli district of Azerbaijan in July of this year. This baby, who was killed as a result of the shootings of Armenian armed forces while playing in the yards of their homes, was 2 years old. Her name was Zahra. The killing of two-year-old Zahra and her grandmother as a result of Armenian army shelling of the Alkhanli village of Fuzuli district of Azerbaijan is an intolerable international crime.
Despite a ceasefire reached between Armenia and Azerbaijan back in 1994 following the Nagorno Karabakh War, Azerbaijani civilians, including children, still became the victims of Armenian aggression. This Armenian aggression is nothing other than the act of vandalism and it once again proves the chauvinist and terrorist nature of the state of Armenia. Armenia’s direct and deliberate attacks against the Azerbaijani civilian population and civilian objects constitute a serious violation of international humanitarian and human rights law.
We strongly condemned the assassination of civilian population by armenian armed forces and describe it as a gross violation of international law, in particular the Geneva Conventions.”

PS. The Human Dimension Implementation Meeting (HDIM) of OSCE participating States is Europe’s largest annual human rights and democracy conference. It is organized every year by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) as a platform for the 57 OSCE participating States, the OSCE Partners for Co-operation, OSCE structures, civil society, international organizations and other relevant actors to take stock of the implementation of OSCE human dimension commitments, discuss associated challenges, share good practices and make recommendations for further improvement.
